 <note>This research originates from systemic obstacles in school&#13;
administration that have yet to reach optimal effectiveness,&#13;
particularly in ensuring responsive, systematic, and integrated&#13;
governance. Administrative effectiveness at SMK Negeri 36 North&#13;
Jakarta has not achieved an ideal performance level, as indicated by&#13;
weak inter-unit coordination, low technological proficiency among&#13;
administrative personnel, and limited continuous training to support&#13;
adaptive work capacity. Such conditions create the potential for&#13;
institutional stagnation and delays in public service delivery,&#13;
especially in the context of managing BLUD-based budgets, which&#13;
demand high accuracy and transparency. This research employs a&#13;
quantitative approach using a questionnaire survey method targeting&#13;
the entire population of 65 individuals, comprising teachers,&#13;
administrative staff, and education personnel involved in the school’s&#13;
administrative processes. A total sampling technique was applied,&#13;
yielding 64 respondents. Data analysis was conducted through simple&#13;
and multiple linear regression using SPSS for Windows version 29.&#13;
The findings reveal that: (1) competence has a positive and significant&#13;
effect on administrative governance effectiveness, with a significance&#13;
value of 0.000 and a contribution of 55.2%; (2) digitalization also has&#13;
a positive and significant effect on effectiveness, with a significance&#13;
value of 0.000 and a contribution of 40.0%; and (3) competence and&#13;
digitalization simultaneously exert a positive and significant influence&#13;
on administrative governance effectiveness, with a significance value&#13;
of 0.000 and a coefficient of determination (R²) of 67.2%, while the&#13;
remaining 32.8% is influenced by other variables not examined in this&#13;
research. These results underscore that strengthening human&#13;
resource quality and digitalizing work systems are not merely&#13;
important but serve as strategic factors in shaping efficient and&#13;
accountable administrative governance. Improving effectiveness&#13;
requires not only expanding digital infrastructure but also fostering&#13;
continuous competence development and designing integrated&#13;
information systems to create an adaptive, measurable work&#13;
environment that supports accelerated performance in vocational&#13;
education institutions.</note>
