 <note>This research is motivated by the low effectiveness of administrative&#13;
services within the Regional Education Sub-Department II of North&#13;
Jakarta, as reflected in irregularities in diploma legalization&#13;
processes, unequal access to student transfers across education&#13;
levels, and the suboptimal implementation of digital systems. These&#13;
issues indicate a gap between public expectations for fast, accurate,&#13;
and transparent services and the organizational capacity to deliver&#13;
them. Low employee competence and the underutilization of digital&#13;
technology are identified as the two main factors suspected to&#13;
influence the effectiveness of administrative services in this area. A&#13;
quantitative approach was employed, using total sampling from a&#13;
population of 65 employees, with 63 respondents participating in the&#13;
research. Data were collected through a questionnaire that had&#13;
undergone validity and reliability testing and were analyzed using&#13;
multiple linear regression with the aid of SPSS version 29. The results&#13;
show that: (1) competence has a positive and significant effect on&#13;
administrative service effectiveness, with a significance value of&#13;
0.002 &lt; 0.05 and a contribution of 37.8%; (2) digitalization also has&#13;
a positive and significant effect on administrative service&#13;
effectiveness, with a significance value of 0.000 &lt; 0.05 and a&#13;
contribution of 61%; and (3) competence and digitalization&#13;
simultaneously have a significant effect on administrative service&#13;
effectiveness, with a significance value of 0.000 &lt; 0.05 and an R²&#13;
value of 66.9%, while the remaining 33.1% is explained by other&#13;
variables outside the scope of this research. These findings affirm that&#13;
strengthening employee competence both in technical and public&#13;
service skills and optimizing the use of integrated, user-friendly&#13;
digital technology are key to enhancing administrative service&#13;
effectiveness. Public services in the education sector can only achieve&#13;
efficiency and accountability standards when supported by capable&#13;
human resources and appropriately automated work systems.</note>
