Pengaruh Kompetensi dan Digitalisasi Terhadap Efektivitas Pelayanan Administrasi di Suku Dinas Pendidikan Wilayah II Jakarta Utara
This research is motivated by the low effectiveness of administrative
services within the Regional Education Sub-Department II of North
Jakarta, as reflected in irregularities in diploma legalization
processes, unequal access to student transfers across education
levels, and the suboptimal implementation of digital systems. These
issues indicate a gap between public expectations for fast, accurate,
and transparent services and the organizational capacity to deliver
them. Low employee competence and the underutilization of digital
technology are identified as the two main factors suspected to
influence the effectiveness of administrative services in this area. A
quantitative approach was employed, using total sampling from a
population of 65 employees, with 63 respondents participating in the
research. Data were collected through a questionnaire that had
undergone validity and reliability testing and were analyzed using
multiple linear regression with the aid of SPSS version 29. The results
show that: (1) competence has a positive and significant effect on
administrative service effectiveness, with a significance value of
0.002 < 0.05 and a contribution of 37.8%; (2) digitalization also has
a positive and significant effect on administrative service
effectiveness, with a significance value of 0.000 < 0.05 and a
contribution of 61%; and (3) competence and digitalization
simultaneously have a significant effect on administrative service
effectiveness, with a significance value of 0.000 < 0.05 and an R²
value of 66.9%, while the remaining 33.1% is explained by other
variables outside the scope of this research. These findings affirm that
strengthening employee competence both in technical and public
service skills and optimizing the use of integrated, user-friendly
digital technology are key to enhancing administrative service
effectiveness. Public services in the education sector can only achieve
efficiency and accountability standards when supported by capable
human resources and appropriately automated work systems.
